You can write the ATPL subjects before reaching the required 1,500 flight hours. After passing these subjects , but before accumulating the hours,  your qualification is referred to as a Frozen ATPL. It indicates that you have completed the theoretical requirements. Most students build their hours by working as flight instructors after completing an instructor rating, or by flying for charter companies or on contract.

The final ATPL skills test must be completed in a multi-engine aircraft under actual or simulated multi-crew and IFR conditions, conducted by a designated flight examiner.
